    “Five Years Of The MMA: What’s Been Done, What’s To Come”

    Five years ago, the Music Modernization Act (MMA) significantly updated the way songwriters and music publishers are paid when their works are played on interactive streaming services. Learn about the Copyright Office’s past work implementing this historic law, what work has yet to be done, and how updated streaming rates will affect payouts. The Office will also offer a brief overview of how AI is impacting the music industry.

    Biographies

    Jalyce Mangum | Attorney-Advisor for the Office of the General Counsel, U.S. Copyright Office

    Jalyce E. Mangum is an Attorney-Advisor in the U.S. Copyright Office’s Office of the General Counsel (“OGC”). She works on a variety of matters, including regulatory proceedings, administrative appeals, policy reports, and advising the Department of Justice on litigation matters. Before joining the Office, she worked as an advertising and trademark associate in private practice in Washington, DC. She earned her JD from William & Mary School of Law, where she was an executive board member on the William & Mary Bill of Rights Journal. She received her BS from Virginia Commonwealth University.


    John Riley | Assistant General Counsel, U.S. Copyright Office

    John Riley is an Assistant General Counsel at the U.S. Copyright Office where he has contributed to the U.S. Government’s briefs in the Petrella and Aereo Supreme Court cases, the Copyright Small Claims, Copyright and the Music Marketplace, and Unclaimed Royalties: Best Practice Recommendations for the Mechanical Licensing Collective policy reports, and, among other regulatory work, has authored rules implementing the Music Modernization Act, Copyright Alternative in Small-Claims Enforcement (“CASE”) Act of 2020, and the group registration option for works on an album of music (“GRAM”).

    Prior to joining the Copyright Office, John worked as the Senior Manager of Intellectual Property Enforcement at the United States Chamber of Commerce’s Global Intellectual Property Center. John earned his LL.M. in Intellectual Property Law from the George Washington University Law School and his JD from the Dickinson School of Law. He holds BA degrees in Political Science, English, and Communication Arts & Sciences from Penn State University.  He has been recognized by the American Intellectual Property Law Association for his distinguished service and contributions in the field of intellectual property law.


    Jason Sloan | Assistant General Counsel, U.S. Copyright Office

    Jason Sloan is an Assistant General Counsel at the U.S. Copyright Office, where he handles a wide variety of matters concerning the nation’s copyright laws, including litigation, regulatory proceedings, legislation, and policy reports.  He provides legal guidance to the divisions and programs of the Copyright Office and advises congressional offices, the Department of Justice, and other federal agencies on copyright and related issues.  Much of his work focuses on the Copyright Royalty Board and music, including the Music Modernization Act.  Jason joined the Copyright Office in 2015 after several years in private practice in New York.  He earned his J.D. from Boston College Law School, where he served on the Boston College Law Review.  He earned his bachelor’s degree in music and political science from Florida State University.
